Provides instructions for submitting proposals in competitive negotiation procurements (RFPs).

Applicability: Required in all RFPs unless excepted by agency regulation.

Contractor Guidance for Your Bid

This is the single most important instruction clause to understand. Read Section M (Evaluation Criteria) simultaneously with this clause. Many proposals fail not on merit but on compliance. Before submitting, conduct a checklist: do all sections match the RFP format? Have you addressed every evaluation factor? Have you included all mandatory certifications? Non-compliance can result in technical rejection regardless of content quality.
