What is a Procurement Forecast?

Before federal agencies release a Request for Proposal (RFP), they publish preliminary forecasts of upcoming procurements. These forecasts give contractors 6-12 months advance notice — enough time to research the requirement, form teams, and prepare a winning strategy.

Contractors who act early (during forecast phase) have significant advantages: they can influence scope, identify past winners, and build relationships with the buying agency before competitors even see the RFP.

How to Use Agency Forecasts

  • 1.Identify matching forecasts. Search by NAICS, agency, or contract value. Focus on forecasts 6-12 months out — close enough to prepare, far enough to differentiate.
  • 2.Research past winners. Use USAspending to find who won similar contracts at this agency. Their approach likely influenced this forecast.
  • 3.Contact the agency now. During forecast phase, agency contacts are most accessible. Ask questions. Influence scope. Register on their vendor lists.
  • 4.Prepare early. Start writing your proposal 2-3 months before RFP release. When the RFP drops, you're 80% done. Competitors are scrambling.
