What is a Procurement Forecast?
Before federal agencies release a Request for Proposal (RFP), they publish preliminary forecasts of upcoming procurements. These forecasts give contractors 6-12 months advance notice — enough time to research the requirement, form teams, and prepare a winning strategy.
Contractors who act early (during forecast phase) have significant advantages: they can influence scope, identify past winners, and build relationships with the buying agency before competitors even see the RFP.
